The Windows Recovery Environment is a troubleshooting tool that allows the Windows device to look for and resolve any problems, particularly with startup issues. This is helpful for IT professionals because it gives them information for how to solve the issue. Another option is to boot to the Windows Pre-Installation Environment, which allows access to files and helps resolve issues as well.
