Safe Mode and Safe Mode with Command Prompt are both good options. Event Viewer with Reliability Monitor is a good pick for the ability to track logs and application errors. Being able to effectively read logs and errors is half the battle, but will go along way in being able to troubleshoot Windows issues effectively.
